<p>Synopsis:</p>
<p>DESCRIPTION:  This procurement will be for electrical Upgrade that includes Replacing  Rotary Forge 2.4kV and 480V unit substation, Sectionalizing and Feeder  Station and 15kV Cables; covering cost of all parts, labor and equipment  for subject procurement action.  The project Range of Project in  accordance with FAR 36.204 is between $1,000,000 and $5,000,000. This  procurement is estimated to be released on February 9, 2011, at which  time all Specifications and solicitation documents will be released.   This procurement will be 100% Service-Disabled Veteran-Owned Small  Business (SDVOSB) concerns.  Any proposals from other than  Service-Disabled Veteran-Owned Small Business concerns will not be  considered.  One or more items under this acquisition are subject to the  World Trade Organization Government Procurement Agreement and Free  Trade Agreements. All responsible sources may submit a quotation, which  shall be evaluated by the agency.  In order to be eligible for award,  the successful offeror&#8217;s Central Contractor Registration (CCR) and  Online Certifications and Representations (ORCA) must be current. This  solicitation will be issued electronically, therefore hardcopies will  not be provided. Upon release of the solicitation, it will be available  on the Army Single Face to Industry (ASFI) at  https://acquisition.army.mil and will be listed under Watervliet  Arsenal.</p>

<p>Synopsis:</p>
<p>Pre-Solicitation  Notice &#8211; The USPFO for Rhode Island intends to issue a Request for  Proposal (RFP) to procure Construction Indefinite Delivery-Indefinite  Indefinite-Quantity (IDIQ) Multiple Award Task Order Contracts (MATOC)  for maintenance, repair, construction and design-build services in  support of the Rhode Island National Guard located throughout the State  of Rhode Island. Typical work includes, but is not limited to: interior  and exterior renovations,  HVAC and associated controls, energy  management systems, storm and sewer main infrastructure, plumbing, fire  suppression, interior and exterior electrical and lighting, fire and  intrusion alarms, communications, limited utilities, site-work,  demolition, landscaping, fencing, masonry, roofing, concrete, asphalt  paving, storm drainage, limited environmental remediation, construction  of new facilities, surveys, studies, design-build and other related  work. All work will be in accordance with individual task order  requirements, specifications, and drawings provided with each project or  the MATOC master specifications. Prospective contractors must be able  to respond within 120 minutes (2 hours) to emergencies via the main  office or a staffed satellite office. As a result of this solicitation,  the Government intends to award a minimum of ten (10)  indefinite-delivery, indefinite-quantity (IDIQ) Task Order Contracts,  providing sufficient number qualified contractors present offers. ALL  AWARDS WILL BE TO SMALL BUSINESS PURSUANT TO A 100% SMALL BUSINESS  SET-ASIDE. Qualified Emerging Small Businesses (ESB) (see FAR 19.1002)  will be identified and projects within the ESB reserve (currently  $30,000) will be set-aside for exclusive participation by ESB MATOC  contract awardees, providing two or more contractors qualify as ESB.  Set-asides for other socio-economic programs will be considered  providing two or more contractors qualify for the program under  consideration (e.g. HUBZone, 8(a), SDVOSB, Woman-owned small business,  etc). This solicitation is for GENERAL CONTRACTORS that have the North  American Industry classification System (NAICS) codes 236210 Industrial  Building Construction, 236220 Commercial and Institutional Building  Construction, 237310 Highway, Street, and Bridge Construction, 237990  Other Heavy and Civil Engineering Construction as the main NAICS code.  Task Orders to GENERAL CONTRACTORS may also be in subspecialty areas  for, but not limited to, the following NAICS codes: 238160 Roofing  Contractors, 238210 Electrical Contractors, and 238220 Plumbing,  Heating, and Air-Conditioning Contractors, 238910 Site Preparation  Contractors, 238990 All Other Specialty Trade Contractors, and 562910  Remediation Services. The small business size standard is $33.5 million  average annual revenue for NAICS codes 236210, 236220, 237310 and  237990, and $14 million for all others, for the previous three years.  All responsible SMALL BUSINESS CONCERNS may submit an offer. These  anticipated contracts will consist of a Base Award Period of two (2)  calendar years and three (3) one-year option periods. Total contract  period to include options shall not exceed five (5) calendar years. Task  Orders will range from $200.00 to $5,000,000.00 or more if so  authorized by the National Guard FAR Supplement during the contract  period. The total of individual task orders placed against any single  contract shall not exceed $20,000,000.00 to any one contractor. The  selection process will be conducted in accordance with FAR Part 15  source selection procedures. Proposals will be evaluated on Past  Performance, Technical and Price Evaluation of a Prototypical Project.  Prospective offers must submit a written Past Performance and Technical  proposal and a price proposal for the Prototypical Projects to be  considered for award. The Government anticipates issuing a solicitation  on or around 3 March 2011. Details on the date, time, location and  registration for the Pre-Proposal Conference will be available in the  solicitation Section 00100. Interested offerors are encouraged to attend  and shall register in accordance with the provisions outlined in the  solicitation. Work of the Project includes all materials, labor, equipment, services, and<br />
supervision necessary for the replacement of high bay lighting fixtures in<br />
Building #204 at the United States Coast Guard Training Center (USCG TRACEN), Cape May, New Jersey.</p>

<p>Major work items include but are not limited to:<br />
1. Demolish existing light fixtures and associated wiring;<br />
2. Provide new high bay light fixtures;<br />
3. Provide new wiring;<br />
4. Provide new switches;<br />
5. Mobilization, demobilization and clean up;<br />
6. Supervision, materials, equipment, transportation, labor and all other<br />
incidentals necessary to complete the work.</p>

<p>Estimated Period of Performance shall be 122 days after issuance of Notice to Proceed.</p>

<p>This procurement is estimated BETWEEN $25,000.00 and $100,000.00. The  NAICS code for this procurement is 238210 with a size standard of $14  million. <p>This  work effort is being solicited for Small Disadvantaged Veteran Owned  Businessâ€™ (SDVOSB) only.  The Naval Facilities Engineering Command,  Mid-Atlantic is seeking all eligible business firms capable of  performing requirements to Repair Exterior Insulation and Finish Systems  (EIFS) at the Naval Reserve Center, Avoca, PA; RFQ# N40085-11-Q-2058.  Estimated contract value: Between $100,000 &#8211; $250,000.</p>
<p>Description of Work:</p>
<p>Contractor shall provide all labor, material, equipment and supervision  to repair numerous defective EIFS areas and apply new base and finish  coats to Main and Flammable Storage/Garage Buildingâ€™s at the Naval  Reserve Center, Avoca, PA.  Work includes: Contractor shall construct  mock-up installation at job site for EIFS repairs and applications,  pressure washing buildingâ€™s, repairing five damaged Exterior  Insulation and Finish Systems on Building 4 prior to applying base and  finish coats, Seal EIFS at all surface openings and joints between  windows, door frames, EIFS walls and at all other wall penetrations.</p>
<p>No work on the Exterior Insulation and Finish Systems shall be  performed by the Contractor unless the Third Party Inspector is present  at the job site.</p>
<p>Note: Contractor shall match existing finish coat color of Building 4 and 5.</p>
<p>REQUIREMENTS OF EXPERIENCE ARE NOT REQUIRED TO BE SUBMITTED AT THIS  TIME, BUT WILL BE REQUIRED UPON SUBMITION OF CONTRACTORâ€™S QOUTE.</p>
<p>It is of the utmost importance that the contractor demonstrates prior to  award, current certificates and qualifications of EIFS Manufacturer,  EIFS Installers and Sealant Applicators. In addition and prior to award,  it is essential that the contractor who submits the lowest quote be  required to furnish the following information to fulfill their  eligibility:</p>
<p>1.</p>
<p>Qualifications of EIFS Manufacturer â€“ The EIFS shall be the product  of a manufacturer who has been in the practice of manufacturing and  designing EIFS for a period of not less than 3 years, and has been  involved in at least five projects similar to this project in size,  scope, and complexity, in the same or a similar climate as this project.</p>
<p>2. Qualifications of EIFS Installer â€“ The EIFS Installer shall be  trained by the EIFS manufacturer to perform the installation of the  System and shall have successfully installed at least five projects at  or near the size and complexity of this project. The Contractor shall  employ qualified workers trained and experienced in installing the  manufacturerâ€™s EIFS.</p>
<p>3.</p>
<p>Qualifications of Sealant Applicator â€“ The sealant applicator shall  be experienced and competent in the installation of high performance  industrial and commercial sealants and shall have successfully installed  at least five projects at or near the size and complexity of this  project.</p>
<p>4. Qualifications of Third Party Inspector â€“ Submit evidence that  Third Party Inspector has current certification from the Exterior Design  Institute (EDI), AWCI or by an equivalent independent party and shall  be trained in the proper installation and inspector of EIFS.</p>
<p>Note: These qualifications are minimum qualifications; contractors may  submit additional relevant information regarding its experience and  ability to perform the specialized work required by this contract.</p>
<p>The solicitation will be available on or about 16 February 2011. The  North American Industry Classification System (NAICS) is 238310. The  size standard is $14.0. The resultant contract will be a firm fixed  price type construction contract. The estimated cost range is between  $100,000.00 and $250,000.00. <p>Synopsis:</p>
<p>The  911th Airlift Wing, Coraopolis, PA., 15108 intends to issue a Request  for Proposal (RFP) to award a single, firm fixed-price contract to  provide for all labor, transportation, materials, tools, equipment and  supervision necessary for construction modernization of Building 409,  NDI Shop. Work includes, but not limited to, install/finish drywall over  existing CMU surfaces in the film interpretation room, film processing  room, replace vinyl floor tile, install carpet in the office area.  Replace suspended ceiling and lighting in the film interpretation room.  Replace cove base. Replace interior doors. Replace the exterior man  door. Replace the existing water fountain. Replace toilet fixtures,  toilet partitions sink, mirror, lighting in restroom. Install ceramic  floor tile and will tile in the restroom. Install a drywall ceiling in  the restroom. Replace the restroom door and lighting. Replace the  exhaust fan in the restroom. Replace exit lighting. Replace emergency  lighting. Replace fire alarm panel, heat detectors, pull stations and  horn/strobes. Replace the lighting in the janitor&#8217;s closet. Replace the  safe lights, countertops, sink, and cabinets in the dark room. Replace  existing air handling unit, air cooled condenser and air compressor (and  tank). All work shall be accomplished in strict accordance with the  contract documents. The estimated cost ranges between $250,000 and  $500,000. The NAICS code is 236220. The applicable size standard is  $33.5 million. Request for Proposal solicitation packages will be  available o/a 18 Jan 11. This action is being procured as a Total  Service-Disabled Veteran-Owned Small Business Set-Aside IAW FAR  52.219-27. Offers are solicited only from service-disabled veteran-owned  small business concerns. Offers received from concerns that are not  service-disabled veteran-owned small business concerns shall not be  considered. Tentative proposal closing date is 18 Feb 11. Performance  period is 180 calendar days after receipt of Notice to Proceed. This  action is being procured on a Price/Performance Tradeoff (PPT) process  pursuant to FAR 15.101-1. Evaluation factors shall be set forth in the  Request for Proposal. Note: Interested offerors must be registered in  the DOD Central Contractor Registration (CCR) database. <p>Title: Multiple Award Task Order Contract (MATOC) for Design/Build and/or General Construction, Southeast Region</p>
<p>Synopsis:</p>
<p>1.1  Multiple Award Task Order Contract (MATOC) for Design/Build and/or  General Construction to be performed primarily in the Southeast Region  (North Carolina, South Carolina, Georgia, Florida, Alabama, Mississippi,  Louisiana, Arkansas, Tennessee, and Kentucky); however, work may also  be performed at other Federal Facilities located within the geographic  boundaries of the continental United States to provide rapid response  for the following classifications of work to government facilities: new  construction, rehabilitation, maintenance, or repair.  The North  American Industry Classification System (NAICS) codes 236210 and 236220.  The Small Business Size Standard is $33.5 Million. The government will  award no more than five (5) contracts from this solicitation. Each  contract will have a base and 4 option years. The total value of  contract shall not exceed $49,000,000.00, with individual task orders up  to $30,000,000. The selection process will consist of Phase 1  (technical capabilities) and Phase 2 (short list). Phases will be  explained in detail in the solicitation. Work may include, but not be  limited to:</p>
<p>1.2. Vertical Construction:<br />
1.2.1. Buildings:  New construction, rehabilitation, renovation and repair of buildings,  building additions, pre-engineered buildings and other structures (e.g.  open bay pre-engineered, storage facilities, training ranges, etc.).   Building renovations to include: floors, ceilings, walls, windows,  doors, painting, electrical &amp; mechanical upgrades, furniture  incidental to construction (e.g. workstations), lead, asbestos and mold  remediation, interior and/or exterior painting of new and existing  facilities, and work incidental to surface deterioration (e.g. patching  drywall, replacing siding, trim work, etc).  Structural repairs  including but not limited to foundations, settlement, masonry/brick  cracking, etc.<br />
1.2.2. New construction, rehabilitation, maintenance  or repair of HVAC systems, plumbing systems, waste water drainage  systems, fire alarm, fire protection sprinkler systems, fire suppression  systems, back flow preventers, all devices, equipment and components  associated with constructing and installing these systems.<br />
1.2.3.  Roofs: Replacement and repair of roof and roofing systems. Work will  include gutters, downspouts, flashing, fascia and soffits. Incidental  damage (e.g. ceiling replacement, painting and carpet cleaning) as a  result of roof leaks. Building envelope repairs/replacement including  but not limited to exterior windows, sealants, brick veneer, mortar  repointing, metal ties, mortars, expansion/control joints, etc.<br />
1.2.4.  Anti-Terrorism Force Protection of new and existing facilities:  Building and site security for both new and retrofit construction (e.g.  site layout, security design, building construction, security equipment,  threat development, level of protection, and design constraints and  communications)<br />
1.3. Horizontal Construction:<br />
1.3.1. New  construction, rehabilitation and repairs of highways, roads, streets,  airport runways, concrete aprons, sidewalks, firing ranges, trails,  obstacle courses, storm drainage, erosion repairs,(i.e. sinkholes,  washouts), soft/hard landscaping, sodding, detection loops, bridges,  parking lots, traffic lines, traffic markings, repair/replacement of  storm water, sewer, lines, utility supply lines etc.<br />
1.3.2. New  construction, rehabilitation, maintenance or repair of interior and  exterior utility systems and lines (main lines and lateral feeders).   Work may include but not be limited to the following: Interior and  exterior high and low voltage electrical lines, communication lines,  (telephone &amp; data lines), communication systems, security &amp;  security camera systems and cabling, emergency generator systems, etc<br />
1.4. Incidental Work:<br />
1.4.1.  New construction, renovation, rehabilitation repair or demolition  services incidental to the tasks performed in any of the above  paragraphs. Work includes, but is not be limited to, carpentry,  painting, lighting, and similar minor electrical work that may be  required to provide a complete, safe and usable facility during and  after the course of roofing, mechanical, plumbing or painting services.<br />
1.4.2.  Testing, reports and surveys associated with new construction,  renovation, rehabilitation of, repairs and additions to, buildings  (including lead and asbestos and other hazardous materials), structures,  roads (including traffic/pedestrian patterns), drainage systems,  mechanical systems and all utility systems. Perform emergency facility  damage assessment surveys related to comprehensive storm, wind and flood  damage. (All disciplines) Perform forensic studies and corrective  protocols related to water damage, mold, mildew and other hazardous  building envelope failures.<br />
1.4.3. Cost estimating for any and all work described in section 1 of this document.<br />
1.5. Restrictions: Task orders for design only or demolition only shall not be placed against the contract.<br />
This  acquisition is a 100% HUBZone Set-Aside. The Contractor must be  register in DOD Central contractor Registration (CCR) prior to award of  this solicitation. The solicitation and any subsequent amendments will  only be available in electronic format, downloadable from the internet.  No CD-ROMs or hardcopy documents will be distributed. Offerors must be  registered in the CCR and at the Federal Business Opportunity Homepage  (www.fbo.gov) in order to view or download the solicitation documents.  It is the responsibility of bidders to monitor the website for notices  and amendments. The solicitation will be posted on or about 4 Feb 2011  with proposal due on or about 7 Mar 2011. <p>Synopsis:</p>
<p>The Department of Navy intends to issue a Request for Proposals (RPP)  for Maintenance and Repair of Heating, Ventilation and Air Conditioning  (HVAC) Equipment and Direct Digital Controls (DDC), at the Naval  Station,, Newport, RI.  The work includes providing all labor,  management, supervision, tools, materials, incidental engineering,  testing equipment, equipment, permits, licenses and transportation  necessary to fully maintain HVAC systems, equipment, controls and  related systems at Naval Station Newport (NAVSTA), Newport, RI.  This is  a combination Firm Fixed Price and Indefinite Quantity Contract with  one base six month period and a provision for one six month option  periods not to exceed a total of 12 months.</p>
<p>This acquisition will be issued as Small Business Set-Aside under  NAICS Code 238220, Small business size standard is $14,000,000</p>
<p>The department of the navy intends to issue a solicitation and  award shall be made utilizing FAR part 13.5 â€“ Test Program for Certain  Commercial items.  All prospective contractors are required to be  registered in the Central Contractor Registration (CCR) Database.  All  Contractors shall submit Annual Representations and Certifications via  the Online Representation and Certification (ORCA) at  Http://orca.bpn.gov in conjunction with required registration in the CCR  database.</p>
